Russel W. Wray spoke before the Louisiana House Ways & Means Committee
on HB 1001, to require political subdivisions of the state to pay final
and non-appealable judgments on contracts before the Louisiana Bond
Commission can approve bonds or other funding sources.
Wray & Pierce, LLP filed an amicus curiae brief on behalf of Louisiana
Associated General Contractors in Command Construction Industries, LLC
v. Louisiana Department of Transportation and Development. The brief was
filed in support of Command's motion for summary judgment that DOTD may
not require forfeiture of a bid bond when it rejects the bid as
nonresponsive.
